Membership

Any person or entity domiciled or incorporated in the United States shall be eligible to become a Member of AARQ upon (a) submission of an application accompanied by evidence that the applicant is a U.S. rice mill or has exported U.S. rice from the United States, and (b) execution of the AARQ agreement regarding administration of the TRQ system.

AARQ has two classes of members: Voting and Nonvoting. Those Members that were Members as of November 6, 1997 shall be “Voting Members.” Those Members that became Members after November 6, 1997 shall be “Nonvoting Members.” A Nonvoting Member shall become a Voting Member upon the affirmative vote of three-fourths of the Voting Members.
